《交通》基隆暖暖鐵道外移案，重啟評估

【時報-台北電】暖暖人殷切盼望的暖暖鐵道外移案，交通部常務次長許俊逸、台鐵局長范植谷和立委徐少萍廿一日在地方召開說明會，交通部決定重啟評估案，為暖暖鐵路外移案帶來新的曙光。

立委徐少萍昨在暖暖召開鐵道外移及暖暖平交道改善說明會，為改善全國十大危險平交道之一的暖暖平交道，市府評估另闢道路，設置涵洞穿越鐵路，使人車免於每日行經平交道面臨等候及穿越危險。

不過，地方人力主暖暖鐵道外移才是治本之道，也獲得徐少萍認同，一旦暖暖鐵路外移，就沒有暖暖平交道問題，這有待技術克服。市議員鄭怡信表示，目前基隆河整治，已完成員山子分洪，基隆河不淹水，萬瑞快速道路啟用，昔日車水馬龍的瑞八公路不再壅塞，時空環境不同，暖暖鐵路外移可與源遠路共構，徹底解決暖暖平交道帶來地方人生命財產威脅。

交通部常務次長許俊逸當場允諾兩個月內，將過去所做的暖暖鐵道外移案，重新檢視評估外移的可行性。

議長黃景泰說，暖暖鐵道外移及暖暖平交道改善，將使暖暖人遠離危害生命安全的夢魘，建議這項工程直接交由交通部辦理，並要求市府交通旅遊處兩個月提出暖暖平交道改善規畫案。

暖暖平交道每天往來逾二百七十班次列車，尖峰時段，火車一等就廿分鐘，地方人提鐵路外移，一則解決平交道危險問題，二則增加暖暖腹地，使舊市區有重新發展機會。

暖暖平交道過去意外頻傳，早在民國八十三年、九十七年都提過鐵道外移案，只是地方意外分歧，導致鐵道外移案嘎然而止。

老實說，「退休」這兩個字從來未曾進入我的生活中，那只是報紙上和別人家的事，這些天有個朋友突然跟我提起了她的退休保險，讓我想到：該不會每個女生都已為退休做了準備吧？而如果從現在開始，我要怎麼去面對退休這件事呢？

Naomi買了房子是希望自己老了不要居無定所，所以在台北上班，選擇住在林口，可以不要負擔太高的房貸，她最近為了天花板漏水傷透腦筋、正在整修房屋，暫居我家，有天慨歎地說，「昨天我的業務保險員跟我聊天，說現在國人女性平均年齡到了78.8歲，如果以我月入4萬的利率去算，等到65歲、依照我工作年資不長的狀況來說，比照當下國民年金的利率，大概才能領回180萬；但扣掉通膨可能真正實拿一個月平均3～4千元，這樣怎麼活！」

哇喔！退休！我從來沒想過這個問題，這對我來說太遙遠了吧，而且我想工作到老呢。「親愛的，沒有人說不可以工作到老，但是妳60歲還有現在的體能和反應嗎？而且，我自己也驚覺，我從來沒有去好好想我退休之後要做什麼哩。」

是的，如果我們想想退休之後要做什麼，及早做些準備，那是不是可以因為有一個可憧憬的老後，而讓現在的生活更有目標呢？雖然在家快樂當SOHO族寫作的朋友Betty對我說，「關於退休呀，我的人生就是隨波逐流，我從來不想未來的事，把今天過好，就是最棒的準備。」但也有另一位同樣從事寫作的朋友Evon，在與我分享他的退休計畫時，讓我覺得這樣的人生很棒！

「我也不知道我哪裡來的成熟，居然在大學畢業的第一份工作開始，就為退休這件事做準備，當時我的薪資只有兩萬多，我每個月買五千元定期定額的基金，大約是薪水的五分之一，但是慢慢存到薪資越來越高地時候，就感覺這個費用還好，其實定期定額買基金要有guts一直買下去，我中途有再加幾支國外的基金，十幾年後，當我動了買房子的念頭，或是計畫旅行、買車，這筆錢就派上用場了。」

「而老實說我在規劃的最初並沒有想到這些，就單純儲蓄，在台北工作了十幾年，我開始對鄉村生活有所嚮往，希望我的老後不是居住在台北，可以有一塊地種菜、種花、也讓家裡的小狗有地方跑，但這也正切合政府推出的『以屋養老』的概念，我的做法是再苗栗山上買了一塊很小的地，山居歲月的單純與純樸，竟然就這麼鋪路慢慢成真。」

從Evon身上我看到持續力的不易，但他也說：「我衡量現在的勞退制度，之後可能變成一個月領不到兩萬，那以我目前生活開銷如果是5萬的八成來說，我預計退休之後的生活開銷是每月4萬，我就會用存款或是其他方式來補足這個差額；所以我的基金有一些核心持股，是不變動、作為退休基金。前提是，我老了可以捨棄娛樂或旅行開銷、但相對要負擔醫療開銷，而我不想更動我的生活品質，我想要有優雅的老年生活。」

優雅的老年生活──這真是切中我心，我也想要成為優雅的老太太。至於退休保險，曾經是Evon的考量嗎？

中央氣象局預測台灣西半部包含屏東縣將出現致災性豪大雨，第七河川局防汛不敢輕忽，老早就出動抽水機備戰，但昨天僅上午出現毛毛細雨，一整天幾乎沒雨，第七河川局副局長李宗恩強調，雖然如此，防汛仍不鬆懈。

第七河川局副局長李宗恩表示，除了配置在各鄉鎮的抽水機之外，七和局也有備用移動式抽水機，但目前為止，沒有傳出災情，還未動用到抽水機。

李宗恩表示，屏東縣沿海一帶佳冬、林邊、東港地勢較低窪，每逢雨季容易淹水，因此七和局仍處於備戰狀態，若豪大雨來臨時，會開設臨時應變中心，相關人員進駐防災。

人民幣中間價 又創匯改新高

（中央社台北2013年5月21日電）中國人民銀行（中國大陸央行）受權中國外匯交易中心公布，人民幣兌美元匯率中間價今天報6.1911元，再創匯改以來新高。

人民幣兌美元中間價上一個交易日價報6.1998元。

根據中國外匯交易中心公布銀行間外匯市場人民幣匯率中間價為：1歐元兌人民幣7.9726元，100日圓兌人民幣6.0363元，1港幣兌人民幣0.79754元，1英鎊兌人民幣9.4396元。

神腦 (2450)今天舉行股東會通過配發現金股利4元，同時完成董監改選，預計下午召開董事會，可望由前澎湖縣長、前考選部長賴峰偉出任神腦董事長。由於神腦今年首季營收創下111元的歷史新高，市場預估第二季神腦營收有機會繳出近百億元的成績單。

新當選的董事名單包括賴峰偉、林保雍、謝繼茂、鄭閔卿、林正峰、涂元光、邱致忠等，其中中華電法人代表為賴峰偉、謝繼茂、鄭閔卿，涂元光。

神腦總裁林保雍上午表示，兩岸將持續積極拓點，今年台灣地區拚新展店100家，大上海地區也可望展店100家，目前神腦至4月底在上海近30家、江蘇已有近13家，後續將秉持經營銷售平台的精神，創造通路最大價值。同時，目前已有24 家門市有現場維修，陸續增加至30家，也有85%完修率，今年現場維修年底會達50家，預計6月14日將推出相關廣告，強打顧客滿地度和消費者權益喚醒，未來台商也可望二地完修，台灣修，大陸拿也可實現。
