抽兵簽是在體檢合格後嗎？

我想問一下，體檢合格了才會發“抽兵簽”吧？
可為什麼都要去抽兵簽了又通知說檢查出“心律不整”這個問題？
是這樣的，朋友的小孩，兩年前就去抽過兵簽了，但那個時候是高考，上了大學自然不去當兵了。
結果讀了兩年大學不長進被退學了，所以朋友就一定要孩子去當兵，結果到了今年同樣通知抽兵簽，結果竟然去醫院，開什麼心律不整的證明。
這是什麼原因？
