警署要求國道記錄　律師：違反《個資法》

【唐鎮宇／台北報導】內政部警政署要求交通部高公局及遠通電收提供所有上國道的車輛行車記錄，引發監控全民疑慮，律師葉奇鑫表示，警政單位可透過車籍資料和車牌號碼比對出車輛所有人是誰，這筆資料絕對是個資，警政署此舉絕對違反《個資法》，遠通電收拒絕提供是正確的。

葉奇鑫舉例，警察偵察犯罪，會發文給電信公司，要求提供特定嫌疑人的通聯紀錄；但警政署此次的要求形同還不知犯罪者是誰，就直接要求電信公司交出全台所有民眾的通聯紀錄，等於監控人民，絕對違反《個資法》。 他說，警政署只能在法律有明文規定，或涉重大公益時，才可如此要求，否則等於監控全民。
