運動彩券銷售不佳　恐影響運動發展基金收入

【蔡永彬／台北報導】立法院教育及文化委員會今日審查教育預算。立法委員林佳龍指出，第1屆（2008年5月2日至今年12月31日）運動彩券銷售狀況不佳，也讓明年起第2屆運彩的「保證盈餘」縮減，運動發展基金收入減少。林佳龍說，今年期末基金餘額約105億多元，明年期末只剩97億多元。

教育部部長蔣偉寧回應，運發基金減少，但不會破產，經營者應該會找到方法，長遠看來起碼做到損益兩平。

另外，林佳龍還提到教育部學產基金的土地遭人侵占情況嚴重；今年估計被占用土地約151.48公頃，占全部17.92％，公告現值新台幣45億餘萬元。林佳龍指出，審計部、監察院都曾批評學產基金的土地遭人不法占用，但教育部卻始終沒有重大作為，建議教育部應加強督導，蔣偉寧則承諾5年內清查完畢。
