國軍推動募兵不利　11月止僅招8894員

【王炯華／台北報導】國防部下午送到立法院外交國防委員會的「推動募兵制跨院際、部會的窒礙問題與策進」報告中指出，今年原訂要招募28531人，但到今年11月止，志願士兵招募成效共招獲8603員，較去年同期招募8894員，略減291員，顯示從軍誘因仍屬不足。

報告中指出，國防部推動募兵制經1年8個月驗證結果，因志願役人力成長未如預期，為確保國防與國家安全，國防部啟動風險管控機制，於9月陳報行政院展延執行驗證期程至2016年底，以提供健全募兵制配套措施所需的時間。

近年的募兵人力一直無法達到目標，根據國防部的報告表示，深究募兵人力未能增長的原因，主為國軍在人力市場競爭力不足，且僅賴國防部所能提供的招募與留營措施，仍不足以改善競才的條件，致形成推動的窒礙，後續希由政府相關部會機關共同協處。

對於增加募兵誘因，國防部指出，目前已陳報行政院調整基層官兵「志願役勤務加給」、「地域加給」及增設「戰鬥部隊加給」、「留營慰助金」等方案，但尚持續研審中，亟待及時定案，以激勵招募與留營動能。
